In June 2011 the Massachusetts Board of Elementary and Secondary Education passed new Teacher/Administrator Evaluation regulations with the goal of improving the supervision and evaluation process while facilitating growth for all. Every district in Massachusetts must review and amend its current evaluation system to fit the new regulatory evaluation framework. As Brockton is a participant in Race to The Top, we must implement a new evaluation system for the 2012-2013 school year in line with the federal regulations. In response to the new regulations, we have formed a Teacher/Administrator Evaluation Task Force to work on developing the tools and processes needed to meet the regulations. The Task Force consists of eight members: The four BEA members appointed by President Gibson are Ellen Culley, Yolanda DiFalco, James Doyle, and Suzanne Smith. The four members appointed by Superintendent Malone are Sean Ahern, Elizabeth Barry, Michelle Connors (BEA Member), and Kathleen Moran. The group is currently actively engaged in this process and working hard to accomplish its task.
The task force members, working collaboratively, will be presenting a product to the two of us which we will share with one member of the School Committee for further vetting. Following this, the evaluation tools and process will be submitted to the formal collective bargaining teams in the spring of 20 12, with anticipated implementation in the fall of 20 12.
As part of our ongoing open communication, we have scheduled a workshop for ALL district educators and leaders -including the Superintendent, BEA President, School Committee members, teachers and principals to be held on Monday, November 21,2011. The workshop will be conducted by the MTA and will focus on explaining the new framework and implications for districts and educators. There will also be a question-and-answer session. One hour will be devoted to the tool and process and one hour will be devoted to questions, comments, and concerns. We strongly urge everyone to make every effort to attend this meeting.
