Spring 2016 Wait-Listed Registrants
If you are wait-listed for a spring 2016 SEI Endorsement course, please remain on the waitlist and do not cancel your registration.
No-Cost Courses for the Next School Year
The Department of Elementary and Secondary Education is planning to provide no-cost courses during the 2016-2017 school year to accommodate educators who, during the 2015-2016 school year, were eligible to enroll in a no-cost SEI Endorsement course and:
· Enrolled in a course that was subsequently canceled by the department.
· Added themselves to a waitlist, but could not gain entrance into a course because no seats became available, or
· Applied for and were granted a hardship extension by the department or
· Received an ELL student after Jan. 15, 2016, when spring course registration closed.
Later this year, the department will be e-mailing those in the categories above with registration instructions for 2016-2017 school year courses. This includes those who received an ELL student after the close of spring 2016 registration.
You are strongly advised to update your ELAR profile and include your physical address and a valid, permanent e-mail address that you check frequently (i.e., not a district-based e-mail or other e-mail address that is subject to change). Link to ELAR here.
The 2016-2017 no-cost courses WILL NOT be available if you:
· Were not eligible to take a state-offered, no-cost course during your district’s cohort training window.
· Were required to earn the endorsement during your district’s cohort training window, but you did not enroll in a course or place yourself on a waitlist for a course prior to 9 a.m. on Jan. 15, 2016.
· Failed a no-cost course because you did not receive a passing grade or did not complete the course.
Summer classes will not be offered because educators must have access to a classroom.
Other routes for obtaining the endorsement include taking the SEI MTEL test or by requesting a transcript review.
Licensure Restrictions
· No restrictions will be placed on a core academic license of anyone wait-listed for a spring 2016 course who could not take the course because seats were not made available or the course was canceled by the department.
· No restrictions will be placed on a Cohort 1 educator who received an ELL for the first time during the 2015-2016 school year. If you teach in a Cohort 1 district and are assigned an ELL in September 2016, you will have one year from the date of the assignment to earn the endorsement.
· According to the DESE, no restrictions will be placed on any educator license after Sept. 1, 2016.
What Happens after July 1, 2016, if a Core Academic Teacher of ELLs is Not Endorsed?
According to the RETELL regulations:
· “Starting on July 1, 2016, any core academic teacher who is assigned to provide sheltered English instruction to an ELL shall either hold an SEI Teacher Endorsement, or is required to earn such endorsement within one year from the date of the assignment.”
· If you are a core academic teacher who is not endorsed, for whatever reason, and you are assigned an ELL student in September 2016, you will have one year from the date of the assignment to earn the endorsement.
· Nothing in the regulations prevents districts from assigning an ELL student to an unendorsed core academic teacher in the 2016-2017 school year. It is the district’s obligation to make every reasonable effort not to assign an ELL to an unendorsed core academic teacher in subsequent years, i.e., the 2017-2018 school year.
Districts May Apply to Become DESE-Approved SEI Endorsement Course Providers
· Using their prequalified trainers, school districts are now among possible vendors that can deliver DESE- developed and -approved SEI Endorsement courses. The department has issued a Request for Responses. However, the department is in the process of amending it and says it will repost soon. The original RFR included many infrastructure hurdles. It is expected that the amended RFR will make it easier for districts to offer these courses. The DESE will be training new instructors.
Institutions of Higher Education May Offer Stand-Alone SEI Endorsement Courses
· The DESE is working out the details necessary for institutions of higher education to provide stand-alone SEI Endorsement courses without requiring educators to enroll in a full licensure program.
