That first comment is silly. Many districts have crafted similar things and are also getting approval from the community. Please educate yourself on the issue of te$ting. Te$ting is not learning. We must provide meaningful education to ALL students. Te$ting has wasted time and money. Students deserve a true education.
The poster is correct about testing being a waste or time and money. The only thing that testing has proved over the years is that communities with more poverty perform worse than communities with less poverty. High stake testing is a tool which administrators in impoverish districts can use as a means to replace ELA, math, and applicable science teachers.

The state doesn't have the money or the resources to take over a district like New Bedford ............

to the first poster. 24 months? i say 24 weeks until chester rolls into town. you people are incredible.
Chester Mitchell, I doubt, will "rolls into town" to take over the school district. He already has his point person for that job, Pia Durkin.
Chester and pia are too old time to retire.
