the authors of this report dumped press releases in every city newspaper in the state, claiming that each had a billion dollar price tag, even giving the impression that individuals had an immediate debt to pay. Most papers appear to have ran with it sight unseen. That's journalism today. If it is panicky and attacks public workers, run with it. Tiny changes in payment structures and appropriate tax changes are far too boring.
