What about the students that charter does not keep? Those children that for whatever reason cannot or choose not to stay. What about the children that have no advocates to make the choice to apply to charter? Children whose need is greatest in the city. How is charter serving those needs in New Bedford?

The title should read: Charter Schools are intended to help students...until October 1st when they go back to their neighborhood/district school.
